Every single consumer plan at this point offers unlimited low speed data, either with safety mode or deprioritization after X number of GBs. It has completely eliminated the premise of overages and, for the vast majority of customers, eliminated bill fluctuations.
If overage data was fast enough to be used AS plan data, nobody would sign up for the correct plan. They’d just sign up for the smallest one and let it ride. As such, the network would get congested, just like when there was gUDP everywhere, and we’d be back where we started when LTE first rolled out.
As far as emergency services go, that’s a dangerous precedent. Where do you draw the line? Everyone thinks their usage is super important, all of the time. So, does the sum of every fire department, police department, EMS, military member, parent having a baby, etc., etc. have unlimited, premium data 24 / 7? Networks don’t run on good will. They cost money. Are you going to pay it?
