Do you mean something else, because it is literally the meaning of General AI that it would also be good at subjective topics, emotions, complex geopolitical issues, social/cultural issues, etc.

A more limited AI, or series of AI programs however, could likely be created to govern many aspects of foreign and trade policy successfully with today’s technology. The primary limitation is more that we don’t sufficiently understand some of these issues ourselves, not that you couldn’t in principle create an algorithm to do it.
