How would you approach something like this? – Info Graphic Design

I’m trying to recreate something like this.

I have no problem with making a logo, adding debris behind it, particles in the air, blurred particles in the background.

What I’m just a wee bit stumped on is the slightest of visual “fog” if you will and slight sun beams.

Also puzzled on how the artist approached creating the large light beam.

Any help on some of these techniques would be greatly appreciated.
