Is a public library required to advertise a job opening? There are only two employees. If the director leaves, can we promote the clerk without advertising the position?
Whether the job opening must be posted prior to promoting an employee from within depends on the contract with a collective bargaining unit, if applicable, or local/municipal regulations. In some cases, there may even be a governing board that must approve the employee to be promoted.
Promoting from within is an ideal situation. It rewards the employee for his/her hard work and committment while avoiding the hiring costs of finding a new Director, which is often a harder position to fill than a clerk.
